The Washington Township Board of Supervisor’s met at the Municipal Building on January 20, 2025, as advertised.

All 3 Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the 2024 Reorganizational Minutes as presented. Supervisor Jeff Propps seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the minutes from December 16, 2024 meeting.

Supervisor Jeff Propps seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the Treasure’s report as read and to be filed for audit. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor gave the following EMS reports. For the month of December, Penn State Health Life Lion had 193 total dispatches in Northern York division, 5 of those were in Washington Township, 4 were handled by Penn State. Wellsville Fire Company was dispatched to 40 calls for the month of December, 4 were in the Township. Wellsville had a total of 347 dispatched for the year 2024, 33 were in the Township. Northeast Adams Fire & EMS was dispatched to 45 calls for the month of December, 5 were in the Township.

Subdivision Plans:

Supervisor Dan McGregor made a motion to conditionally approve the Land Development Plan for Groff Julius, Parcel JE-91. Supervisor Harlen Anderson, Jr., seconded the motion. The condition is the Solicitor’s approval of the surety bond.

Terry Dougherty was present with questions regarding Parcels LC-43 & LC- 43 H. He was seeking advice on transferring a building right or resubdivision of these parcels. The Supervisors advised him to go to the Township’s Planning Commission.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt Ordinance 2025-01 CAP and COM Procedures to comply with York County Planning Commission. Supervisor Jeff Propps seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adopt Ordinance 2025-02 Compensation for Supervisor’s Pay. Supervisor Jeff Propps seconded the motion. This is an update enacted by the State by Act 94 of 2024. This increase will only be for newly elected Supervisors.

Supervisor Dan McGregor opened the only bid submitted for Trash pick-up from Republic Services. Bids were for a 3- year or a 5-year agreement. After reviewing the information Supervisor Dan McGregor made a motion to table this until next month’s meeting. Supervisor Harlen Anderson, Jr seconded the motion.

Supervisors discuss changes to Zoning Ordinances for residents to receive more points for York County Land Preservation program. Supervisor Harlen Anderson would like to meet with Eric Naylor, with York County Land Preservation and several farmers to make sure the wording is what would be best for the Township. Minium Lot Size, Maximum Lot Size and requiring building on least productive land are some of the changes that would give a farmer more points.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to exonerate the Tax Collector from collecting unpaid per capita taxes for 2024. Supervisor Jeff Propps seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to discuss.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $14,114.66 and the State Account totaling $895.72. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:04 P.M. Supervisor Jeff Propps seconded the motion.
