The Washington Township Board of Supervisor’s met at the Municipal Building on December 16, 2024.
All Supervisors were present.
Chairman, Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.
Supervisor Harlen Anderson, Jr. made a motion to approve the November 18, 2024 minutes as presented. Supervisor Jeff Propps seconded the motion.
The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Jeff Propps seconded the motion.
Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS had a total of 138 dispatches for the month of November, in the Northern York Division, 6 of those were in Washington Township. 5 were handled by Penn State Health. Northern York County Fire Rescue had 34 calls for the month of November, 1 was in the Township. Wellsville Fire Company had 23 calls for the month, 4 were in Washington Township. Northeast Adams Fire & EMS had 41 calls in November, 4 were in the Township.
Subdivision Plans:
Supervisor Jeff Propps approved the extension for Groff Julius Land Development Plan until March 2025. Supervisor Harlen Anderson, Jr. seconded the motion.
Business from the Floor:
There was no business from the floor.
Old Business:
Supervisor Dan McGregor made a motion to adopt Municipal Waste Ordinance 2024-04 that was tabled from November’s meeting. Supervisor Jeff Propps seconded the motion.
Supervisor Dan McGregor made a motion to approve the Bid Information for the Trash Haulers as presented. Supervisor Harlen, Jr. seconded the motion. Solicitor Myers will handle all of the bidding process.
Supervisors are waiting on comments from York County Planning for Ordinance 2025-01 CAP & COM procedures.
Supervisor Dan McGregor made a motion to adopt Resolution 2024-12 appointing Smith Elliott Kearns & Co as the public accounting firm to replace the elected auditors to perform the 2024 audit. Supervisor Jeff Propps seconded the motion. Act 148 of 2024 will eliminate this advertisement going forward as long as the Township continues to hire a CPA.
Supervisor Harlen Anderson, Jr. made a motion to accept Wellsville Fire Company agreement with the addendum that was added concerning Washington Township Fire Chief. Supervisor Jeff Propps seconded the motion.
New Business:
Supervisors set the time for the 2025 Reorganizational Meeting for 1:00 P.M. on January 6, 2025.
Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2024-13 adopting Per Capita, Reality Transfer and Real Estate Taxes for 2025. Supervisor Jeff Propps seconded the motion.
Supervisor Dan McGregor made a motion to adopt Resolution 2024-14 adopting the York County Hazard Mitigation Plan. Supervisor Harlen Anderson, Jr seconded the motion.
The Supervisors discussed Act 94 of 2024 updating Supervisors Salary. The maximum allowed is $3,145.00 per year. The Supervisors agreed to $2,400 per year, paid in monthly installments of $200.00. This amount will only be for newly elected supervisors after this effective date. Supervisor Harlen Anderson, Jr. made a motion to have the Solicitor advertise this as Ordinance 2025-02. Supervisor Dan McGregor seconded the motion.
Supervisors allocated any unspent ARPA funds to be used towards a new 2025 pick-up truck.
Supervisor Harlen Anderson, Jr. made a motion that the owner of 870 Wellsville Rd must apply for a new building permit due to the length of the current permits. Supervisor Dan McGregor seconded the motion. The owner was made aware of this information at the beginning of 2024.
Solicitor’s Report:
Solicitor Sharon Myers did not have anything additional to discuss.
Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $15,800.45 and the State Account totaling $593.45. Supervisor Harlen Anderson, Jr. seconded the motion.
Supervisor Jeff Propps made a motion to adjourn the meeting at 7:28 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
