The Washington Township Board of Supervisor’s met at the Municipal Building on April 15, 2024.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the minutes from March 18, 2024. Supervisor Jeff Propps seconded the motion.

The Treasurer’s report was read. Supervisor Harlen Anderson, Jr made a motion to approved the report as read and file for audit. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion had 178 dispatches for the month of March. 8 were in Washington Township, 7 were handled by Penn State. Northern York County Fire Rescue EMS had 35 calls for the month of March, 2 were in Washington Township. Wellsville Fire Company had 24 calls for the month, 3 were in the Township. Northeast Adams Fire & EMS had 29 calls and 3 were in the Township.

Solicitor Sharon Myers informed the Fire Companies they she does not see any inconsistency between the Fire Chief Ordinance and the Fire Company Agreements. She stated the Fire Chief is administrative more than operational as far as who is in charge on the scene.

Assistant Fire Chief, Vince Brown, reported on the update for paid fire fighters. Wellsville Fire Department currently has 9 active fire fighters and 4 active fire police. No fund raisers are scheduled until the Carnival in August.

Subdivision Plans:

There were no subdivision plans.

Business from the Floor:

Resident Jennifer Stefanik asked the Supervisors to look into a contract with a trash company or some other option to help with the rising cost of trash service in the Township. She stated her service is going up 30% per month. The Supervisors asked Solicitor Myers to write a contract to present to the trash haulers for bidding.

Old Business:

Supervisor Dan McGregor opened bids as advertised at 7:15 P.M. Supervisor Harlen Anderson, Jr. made motions to award bids to Russell Standard for E-3 Asphalt Emulsion delivered, Specialty Emulsions for E-3 Asphalt Emulsion picked-up, Edris Oil for various fuels and York Material for Superpave. Supervisor Jeff Propps seconded the motions. These were the only bidders for these products. Supervisor Harlen Anderson, Jr made a motion to award the bid for various stones to Vulcan. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr made a motion to award the line painting to Alpha Space Control. Supervisor Jeff Propps seconded the motion. No bids were received for Seal Coat/Fog Seal.

The Township received 3 bids for a traffic study on Pine Ridge Road as requested by residents at last month’s meeting. Residents would like signage posted to restrict large trucks on Pine Ridge Road. After some discussion, Supervisors decided to hold off on having the study done for now, due to the cost and enforcement issues if signs were to be installed. The Road Crew will place signs that are allowed without a study, to see if they help with the problem at all.

New Business:

Supervisor Harlen Anderson, Jr made a motion to designate ARPA Funds to pay for the F550 Truck from Gene Latta Ford for $99,128.65 and remaining funds towards the new salt shed. Supervisor Jeff Propps seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers reminded the Supervisors on the updated information for ARPA funds. The deadline to obligate all funds is December 31, 2024. Deadline for spending all of the funds is December 31, 2026.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $14,343.47 and the State Account totaling $3,628.20. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to adjourn the meeting at 8:05 P.M.

Supervisor Jeff Propps seconded the motion.
