The Washington Township Board of Supervisor’s met at the Municipal Building on September 19, 2022.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson made a motion to approve the August minutes as presented. Supervisor Ralph McGregor seconded the motion.

The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor read the following EMS reports. Northern York County Fire Rescue EMS responded to 34 calls for the month of August,1 was in Washington Township. Assistant Fire Chief of Northern York County Fire Rescue, Keith Kuykendal was present and gave a detailed report of the calls. He reported that they anticipate to start the paid daytime staff the second week of October. Wellsville Fire Company responded to 29 calls, 3 were in the Township. Wellsville Fire Company President, Sandy Brown, was present and provided the Supervisors with the latest minutes from the Fire Company. She thanked all the volunteers for helping at the annual carnival. There is no official report yet for the carnival. There will be a Gun Raffle and dinner on October 22 and the Lucky Number Event on November 5th. Fire Prevention is the second week of October, and they will be sending a fire truck to Wellsville Elementary School. Northeast Adams Fire & EMS responded to 33 calls for the month, 1 was in the Township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

Jared and Carmen Witmer, owners of a property on Wellsville Rd, were present and asked for guidance if they want to use their property as an Air B & B. Solicitor Sharon Myers stated when there is no exact zoning section for something, you use what is similar to that use. She will research requirements and let the Zoning Officer know what the requirements will be.

Old Business:

Supervisor Dan McGregor reminded residents that the Fall Clean-Up Dates are Thursday September 22nd from 8:00 until 3:30 and Saturday September 24th from 8:00 until 12:00. No Friday hours.

Supervisor Dan McGregor informed residents that at last month’s meeting 2 people were interested in the EMA Coordinator position for Washington Township. Since the one person is currently a Township’s Auditor, she is unable to hold any other position according to Pennsylvania’s Second-Class Township Code. Supervisor Harlen Anderson made a motion to appoint Holden McGregor as Washington Township’s EMA Coordinator. Supervisor Ralph McGregor seconded the motion. Supervisor Dan McGregor made a motion to appoint Glenn Jansen as Deputy EMA Coordinator. Supervisor Harlen Anderson seconded the motion.

Supervisor Dan McGregor closed the regular meeting at 7:15 P.M. to conduct the Public Hearing for Ordinance 2022-01. Solicitor, Sharon Myers stated the amendment is for Section 419, Transfer of Building Rights. It adds item #7. Transferring lots shall have a minimum of 10 acres. Several residents asked questions clarifying the addition to the ordinance. Supervisor Dan McGregor closed the hearing and reopened the regular meeting at 7:20 P.M. Supervisor Dan McGregor made a motion to adopt Ordinance 2022-01. Supervisor Ralph McGregor seconded the motion.

Solicitor Myers stated she contacted the Penn Dot Representative about the Township abandoning Lake Rd, since York County removed the bridge. She was instructed by the Supervisors to begin the process to abandon the road.

New Business:

Supervisor Dan McGregor made a motion to approve the 2023 SPCA Agreement. Supervisor Ralph McGregor seconded the motion . The cost is the same as last year, $1377.11. There will be an increase for the following year.

Supervisor Dan McGregor made a motion to approve the 2023 Hanover Area Chamber of Commerce Membership. Supervisor Ralph McGregor seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to report.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling

$ 17,509.99 and the State Account totaling $35,213.41. Supervisor Harlen Anderson seconded the motion.

Supervisor Harlen Anderson made a motion to adjourn the meeting at 7:30 P.M. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor reopened the meeting to take action on 2 items not listed on the agenda. Supervisor Dan McGregor made a motion to have the Secretary advertise to hold a special meeting on October 4th at 9:00, for the Budget Work Meeting. Supervisor Harlen Anderson seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the Pension Municipal Requirement and Municipal Obligation for 2023. Supervisor Dan McGregor seconded the motion. This was just received today.

Supervisor Harlen Anderson made a motion to adjourn the meeting again at 7:35 P.M. Supervisor Dan McGregor seconded the motion.
