The Washington Township Board of Supervisor’s met at the Municipal Building on March 21, 2022.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the February minutes. Supervisor Ralph McGregor seconded the motion.

The Treasurer’s report was read and a motion to approve and to be filed for audit was made by Supervisor Dan McGregor. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS responded to 130 calls for the month of February with 3 calls in Washington Township. 2 of the calls were managed by Penn State. Northern York County Fire Rescue EMS responded to 30 calls for the month and there were no calls in the Township. Wellsville Fire Company responded to 22 calls, and none were in the Township. Northeast Adams Fire & EMS responded to 25 calls, and none were in the Township. Wellsville Fire Company President, Sandy Brown provided the Supervisors with the latest meeting minutes, including the meeting with Warrington Township Supervisor’s Committee.

Subdivision Plans:

Supervisor Ralph Mc Gregor made a motion to approve the letter of separation for Parcel ID-14 for approximately 40 acres of land that are actually in Paradise Township. Supervisor Harlen Anderson, Jr. seconded the motion. The land owners are Archie and Cynthia Diveglia at 41 Berky Rd.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor reminded residents that Spring Clean-Up will be Wednesday and Thursday April 27th & 28th from 7:00 A.M. until 3:30 P.M. and Saturday April 30, 8:00 until 12:00. No Friday hours.

Supervisor Harlen Anderson, Jr. made a motion to join the York County Consortium: Engagement of the Cohen Law Group to perform the Comcast Cable Franchise Renewal Services. Supervisor Ralph McGregor seconded the motion.

New Business:

Supervisor Ralph McGregor made a motion to have the Secretary advertise for bids for various stones, road oil, hot mix black top and fuels. Bids will be opened at next months’ meeting on April 18

around 7:15 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Ralph McGregor made a motion to adopt Resolution 2022-02, using the Standard Allowance for the American Rescue Plan Act of 2021. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor reminded residents that Ag Security applications are due in the office by June 1st.

Supervisors discussed setting a fee for Transfer of Building Rights. This Ordinance was done September 19, 2016 but no fees were ever set. Solicitor Sharon Myers recommended passing all fees associated with this process to the applicant. Supervisor Harlen Anderson, Jr. made a motion to set an application fee of $100.00 and all other cost will need to be paid by applicant. Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to give the Phase 1 Environmental Study for the Kralltown Elementary School to Waggoner Construction, the new owner of the school. Byron Waggoner agreed to pay the $3,000.00 cost for the study. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the resignation letter from the Tax Collector, Jaci Thoman, effective as of 12/31/2022. She has also submitted a letter to Northern York County School District. No action was taken by the Supervisors.

Supervisor Dan McGregor informed residence that Met-Ed will be inspecting electric lines and poles for the next 2 weeks, using a black Hughes helicopter with a red tail registration N5027P. The helicopter may be seen hovering and/or circling to get a better look at any problems.

Solicitor’s Report:

Solicitor Sharon Myers reminded Supervisors of the Solar Farms Ordinance she provided. This is a very hot topic right know. Also, the Small Wireless Facilities Ordinance that she provided.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $23,687.74 and the State Account totaling $5,828.26. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:30 P.M. Supervisor Ralph McGregor seconded the motion.
