The Washington Township Board of Supervisor’s met at the Municipal Building on August 16, 2021

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the July minutes as read which included the correction of Resolution 2021-03, should have been number 2021-05.Supervisor Ralph McGregor seconded the motion.

The Treasurer’s report was read and approved by Supervisor Dan McGregor to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS responded to a total of 168 calls for the month of July, 2 of those were in Washington Township. Northern York County Fire Rescue responded to 46 calls in July, 3 were in the township. Wellsville Fire Company responded to 35 calls total, 2 were in the township. Northeast Adams Fire & Rescue responded to 36 calls in July, 2 were in the township. The ambulance responded to 104 calls, 4 were in the township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

Jesse Stum, who owns property on Barrens Valley Rd and his friend Rick Spangler, were present to ask questions about building a new home on his 30-acre parcel. According to research, there is no building right with this parcel. Supervisor Harlen Anderson, Jr. and Attorney Sharon Myers suggested several options. The outcome that Jesse decided on was to remove his father’s old home next to this parcel, combing 3 parcels as a reverse subdivision, and build a new home which will include living quarters for his father.

Resident Rick Riddle asked what could be done at the intersection of Big Mount Rd and Bermudian Church Rd, due to the increasing volume of accidents. Supervisor Dan McGregor will look into the site distance issue first of all.

Old Business:

Supervisor Dan McGregor reminded residents that Fall Clean-up will be September 30th from 8:00 until 3:30 and October 2nd, 8:00 until noon.

Supervisors reviewed proposed Ordinance 2021-01, amending Riding Academy or Boarding Stable Ordinance. Supervisor Dan McGregor made a motion to have the Solicitor proceed with the ordinance as proposed with the only change made, “Two (2) acres of land for each horse,” instead of one (1) acre, as per the Washington Township Planning Commission. Supervisor Ralph McGregor seconded the motion. Solicitor Myers will submit this ordinance to the York County Planning Commission for their review.

New Business:

There was no new business to discuss.

Solicitor’s Report:

Solicitor Sharon Myers read the response from Dover School District’s Attorney Benjamin Pratt on the reimbursement for the Phase I Environmental Assessment Study, which the Township paid for. Mr. Pratt stated the study was not used for the sale of the Kralltown Elementary School, therefore, the school will not be reimbursing the Township, as per their agreement.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $3,803.53 and the State Account totaling $19,124.23. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor made a motion to adjourn the meeting at 7:34 P.M. Supervisor Ralph McGregor seconded the motion.
