The Washington Township Board of Supervisor’s met at the Municipal Building on November 19, 2018.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read. Supervisor Ralph McGregor made a motion to amend the minutes and then approve them adding that taxes will remain the same at the current millage rate of .045. Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read. Supervisor Dan McGregor made a motion to approve the Treasurer’s Report as read and to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Holy Spirit EMS responded to 8 calls in Washington Township for the month of October. Northern York County Fire Rescue EMS responded to 30 calls for the month and 5 were in the Washington Township. Wellsville Fire Company responded to 36 calls for the month with 2 in the township. East Berlin Fire Company responded to 30 calls, 6 were in the township. The ambulance responded to 81 calls total and 11 were in Washington Township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

Mark & Scott Miller, owners of Trail Nursery on Grove Lane, off of Mt Top Road, were present to question the letter that was written for Cansortium Health. They wanted to know why Federal laws were included in the letter. They feel this statement was done intentionally. They believe this is why Cansortium Health was denied a permit to operate a medical marijuana facility at this location and the deal to purchase their property was called off. Solicitor Sharon Myers stated this is standard procedure to add Federal, State and local government requirements to all corresponds in regards to zoning. Mark requested a generic letter eliminating federal wording so that they can try to market their property to someone else. Solicitor Myers told Mark to have his attorney contact her to discuss the matter.

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt the 2019 Budget as presented. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2018-07 appointing Smith Elliot Kearns and Co. to perform the 2018 Audit, replacing the elected auditors, and sign the contract with them. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion sign and renew the Quick Book Consultant Agreement with Mary Coble. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor reminded residents of the coupon for the Festival of Lights at Rocky Ridge Park. It is available on the website or in the Township Office.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to accept a traffic study proposal for a speed limit from Transportation Resource Group at a cost of $1,600.00. The traffic study is for Bentz Mill Rd from Kralltown Rd to Mt. Top Rd. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2018-08 opposing the formation of a County-Wide Stormwater Authority. Supervisor Dan McGregor seconded the motion. Supervisors previously sent a letter to County Commissioners voicing there opposition.

Supervisor Ralph McGregor made a motion to accept the resignation of Auditor Homer Myers. Supervisor Dan McGregor seconded the motion. Supervisor Anderson expressed his gratitude to Homer for all his years of service with the Township as Auditor and a Planning Commissioner member. Supervisor Dan McGregor made a motion to appoint Mike Myers for this vacancy. Supervisor Ralph McGregor seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers stated the Reorganizational Meeting must be held on January 7, 2019. She called for a brief executive session to discuss possible litigation.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $11,486.95 and the State Account totaling $23,037.71. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:27 P. M. Supervisor Dan McGregor seconded the motion.
